If it hasn't changed, you can ride on and off the ferry. The only problem unless they've fixed it, is that there is nowhere specifically for bicycles, so they ask you to tie it to the roo bar of a large truck or something else secure.
Coming back, it's ride on, but they ask you some funny questions, and go through your luggage.
It's only 50 kms from Devonport to Launceston on good wide road, but there is a couple of steep parts, and usually headwind going to Launceston.
