I guess it all depends on whether you regard urban sprawl as being "God's will" and an unstoppable force.
There are those of us who think that conscious decisions and strategies need to be used to halt the sprawl; that it is possible and more importantly, necessary. Encouraging greater bicycle use is all a part of these strategies. Together with a whole lot of other changes too of course.
