Although I have commented on this already I'll add another comment to reinforce it. This is something I disagree with. Cyclists running red lights is not harmless. For example - when they do so, they are viewed more negatively by a wide cross section of other people (whether or not they are driving at the time, and not just by people who are "irrational"), which leads to a more generally negative view of cyclists and cycling, which will contribute towards lower support for, or greater opposition to, pro-cycling actions and initiatives, and lower support for cycling generally.
No, the running of red lights by cyclists is far from harmless.
