They may well be fine upstanding citizens (albeit sitting on their haunches) who just like to give the appearance of having not eaten or washed for a month. Hopefully they may have found a new patch tonight.
There are one or two people (I've seen more sometimes) who regularly (read: all the time) sleep under the Gipps Street bridge (or beside the stairs) and beside the fence of the horse paddock of the Collingwood Children's Farm. It could be the same people having moved a km or so along the path... Hope it is nothing sinister.
