Aside from the general perception that outdoors within the community is now regarded as a dangerous place for a woman, has a kick on effect of reliance on a motor vehicle to get around.
Getting children to/from school using a large vehicle is the end result of all these little factors.

Wouldn't that mean people who ride bicycles on the road would not actually be charged, as there might be the assumption that any vehicle weighing less than 'a driver' would not be a vehicle of 'descendable weight'.
