Most studies have shown that road damage scales with the third or fourth power of axle load.
So, a 150kg expedition cycle tourist (including bike, luggage and rider) does 421k units of road damage (assuming a third-power law to be conservative).
A 1500kg small car (including driver etc.) does 421875k units of road damage.
A truck with 8 tonne axle load does 512000000k units of road damage.
So... if we're going to charge a small car ~$422/year rego, then we should charge trucks $512,000/year rego, and we should charge touring cyclists 42 cents.
