Sounds like the results of a power drill nibbler. If you have ever tried to cut corrugated iron then you soon realise that you need some special tools. The corrugations make everything harder. One is a nibbler that you fit to a power drill. It has a plunger that bites 5mm discs out of the iron as a method of cutting across the sheet. Of course the act of dumping these on a bike path could still be deliberate, but I've dumped thousands on my own on driveway and ridden across them without any problems.
