They do seem to do something with the reports. From the end of year email that they sent to anyone registered on the reporting site:

Yes, I've seen someone with mobile phone in one hand, credit card in the other, peering down through the reading glasses to read the numbers then type them in to top up the city link account -- all while driving along the Monash fwy at around 80.
Astounding, never an anti-tank grenade handy when I need one...
