A couple of years back Connex and Dept of Infrastructure tried to sneak in a rule banning bikes on peak hour trains. Done very quietly over the Christmas/New Year period. PT Users' Association and many bike groups erupted with letters to whoever and it was rescinded within the month.
I wrote to the person at Dept of Infra identified as being responsible for the project and suggested that removing a small block of seats from one section of just one carriage and reconfiguring it to have hanging space one side and seating on the other would increase passenger and bike space at the same time and eliminate the, at that time, miniscule problem. His response was VERY clear - while there might be some merit in adjusting seating configurations there was no possible consideration of removing seats to make space for bikes.
