Happy for others to chime in, but on the Contour Roam, 720 didn't quite cut it for number plate ID. You really need to run 1080. As for the frame rate, mine can only do 30fps, not 60, so can't comment there.

My Contour is bad in low-light, next to useless @ night time. Apparently there is a low-light lense, but I've not tried it.

Contour Roam records in mp4, this format is accepted by youtube, but I usually convert it with Avidemux (ymmv depending on nerd factor.) I imagine most of the major brands, Sony, GoPro, Contour all have quite streamlined methods for conversion if required.
