I specifically place my lock – when not in use – away from a bike rack location (lock onto the rack frame etc).
I also disregard a lock at a bike rack space, if there is no bike there.
I leave my lock on one of the three U-tube things outside work, so do more other people than there are space for bikes. Definitely used for lock storage not bike spot reservation here. Never heard of anyone having any grief about it, and once had an apology from someone because they felt that I was being inconvenienced in having to thread my lock out from between their bike and another one!
