It might be a "state public holiday", but regional areas of Vic don't have it either. They swap the day for when their local turf club has a race day. But even then, it might only be half a day, with Show Day being the other half. Or has that all changed these days? Oh, I can't keep up!!
Ballarat used to get a choice between Ballarat Cup Day (next week some time?) or Ballarat Show Day (this Friday).
Then the city council decided that was stupid, having half the town shut down on each day, so after much pontificating, they declared one or the other to be The Day. About half the town ignored the declaration and swapped to take the other one instead.
My workplace deals mostly with customers and suppliers outside of Ballarat, so we tend to swap for Melbourne Cup day. Unless somebody really wants Ballarat Cup or Ballarat Show, which they're generally allowed to do instead. This year we're a bit ahead on production so they declared this whole week to be a shutdown, shuffled some RDOs, made one day or the other a public holiday, and everybody's taking the whole week off (except for people who can make a plausible excuse not to, like me).
Basically, you pick a day in early November, call it a public holiday, and stay home on that day. It's very arbitrary.
