Most Australian drivers indicate their turns. The only problem is: for too many drivers the indicators are normally turned on a split-second before the turn starts or during the turn, which helps nobody, because the purpose of indicators is to provide advance warning of intention, a subtlety lost on a lot of people. This makes the drivers less predictable and more dangerous.
I agree, the use of indicators is appalling in Melbourne. (Can't speak for elsewhere.) They're either not used at all, or too late to be useful. Once you've commenced braking it's too late...
