Great idea, however....
Under our laws you would likely be charged with damaging property or something equally ridiculous.
Mate of mine owned a security company a while back and was instructed to put stickers on illegally parked cars in an office building carpark, he nearly lost his business and a lot more as technically he was damaging property (someone in the building threatened a class action with 20 or so people that had also had stickers applied...)

Oh yeah. Point taken. Don't want to do anything illegal. Better to
A. stop and wait untill car is moved. Wouldn't want to take your hand of the bars now to indicate overtaking cause that could be dangerous which would be illegal.
B. gather an appropriate body of evidence against said offending vehicle including witness statements and procede to the nearest police station to file a complaint stating you want action taken against said vehicle owner and that you are prepared to go to court to assist the prosecution. Shortly after, explain to wife and family that you have lost your job for being late to work AGAIN, but thats not your fault cause you were doing the right thing.
C. run your bar end along the entire lenght of the car removing a strip of paint an inch wide, the mirror and any trim. Then if you get caught tell vehicle owner that you are lucky to be alive as their inconsiderate actions nearly cost you your life so what are you complaining about.
D. leave a calling card and if caught ride off probably with Weeeee in hot pursuit.
Its a no brainer.
