From my personal perspective, it's firstly about ensuring drivers leave enough space when stopped, and secondly being regularly reminded that bicycles use the road too and to keep a look out for them. On roads where bike lanes are clear (which, from what I've seen so far, seems to be MOST major roads west of the city), cars generally do respect them, and cyclists are far more common on them as a result. This morning I reckon I might have seen 4 or 5 other cyclists riding eastward into the city, vs well over 100 coming in westwards, which is pretty typical. I don't know how you explain that other than lack of a safe route.
