Just like bike lanes that are only put at mid-block locations. You do the bits that are easy first to get people riding even if it isnt perfect. That way you can justify removing a traffic lane in the future. Knowing the section to the north of Johnston St, it looks VERY expensive doing civil works to remove all the median islands, kerb outstands, removing gardens and trees, plus it would require the removal of resident parking compared to business parting. Removing resident parking can be problematic. It would be hard enough doing what Yarra are proposing with the 'simplier' option.
