Firstly, welcome melt!
I don't really know much about the bikes you mention, but don't rule out standard frames when you are trying bikes out - I too am 164cm and have longish legs and arms with a short torso and I have a Small sized Avanti frame which is a slightly compact standard frame - compact means that the top tube is on a slight angle and not completely parallel with the ground.
If you are wanting to put on panniers at a later time, make sure that the frame has the bits required for a pannier rack - not all bikes do.
All I can recommend is that you try as many bikes as possible - a bike that does fit or feel comfy to ride is not a bargain!
Also, don't forget to leave some money for things like lights, panniers (if you want them now) and a helmet!
