Yes, I knd of assumed you'd have some basic spares. I was only listing spares, tools would be another list entirely.
A complete basic tool kit will include:
Spare inner tube (make sure that it is the right size)
Tire patch kit
Ten dollar bill
150 mm shifting spanner
4-5-6 mm hex wrenches (allen keys)
8-9-10 mm box wrenches
Phillips and Flat-headed screwdriver
Note: the last three items may be replaced by one multi-tool.
For more elaborate repair work:
Chain rivet tool
Repair tape and baling wire
Swiss Army knife OR utility tool
Bandanna or paper towel
Spare brake & gear cables
Spare spokes (to fit your wheel)
Cassette removal tool

Maybe 3 for the RH side of your rear wheel, 1 each for the LH rear and front wheel. Generally I've found that stainless steel quality spoked (eg.DT) wheels today give me far less problem with breakages than I had 20 years ago.

You're correct with brake or gear cables. Check your wheel bearings however (not easy without disassembling them) Better quality modern bikes, esp. MTBs, will have sealed-bearing hubs, while older bikes and some road bikes will have loose balls or bearings in a clip. If you haven't worked on your own bike's bearings at home there's probably not a lot of use in carrying spare bearings
