Yes that's fine, but it can be inconsiderate when they are too lazy to park like everyone else and instead park 2 metres out from the kerb.
Every time it has happened to me there has been plenty of space for them to pull over and park. Just thoughtless and inconsiderate IMO.
As for making the road safer .. I don't know. I have seen them on several occassioins rev up and hoon down our street at 100kph in a 50 zone without even having their lights flashing or siren on only to stop at the next lights. Seem to just get a kick out of the power. God help any poor pedestrian who gets hit while they are "making the roads a safer place for all of us".
I am a law abiding citizen, but these things do nothing for the reputation of the police force.
