How much do you want to spend??
Cheap rain jackets are much like spray jackets and will keep most of the rain out but will eventually leach the water through. They also do not breathe so you will also build up a sweat which wil also make you wet. However they will keep the wind out on a and on a cold day, although you may be wet, you will not be hit as much by the effective wind chill.
If you want to go out and spend the money, Goretex is the ultimate in rain jackets. (I beleive Entrant is also up there but i have never tried it so am unable to comment) It is completely waterproof but breathes so you do not get all sweaty inside and stay nice and dry. Even during that really wet day on last years GVBR my skin was cold to the touch but the only moisture inside was the wet jersey which was rained on before i put my coat on and it was drying out as i rode.
Look out for specials if you want a good coat cheap. I got my Castelli (goretex) coat for about $110 on a 50% off raincoats sale at Goldcross.
If your budget doesn't reach that far a garbage bag with holes ripped into it will work, and as a last resort, a newspaper stuffed up the front of your jersey to keep the wind out.
