Given that "a metre matters" not just for cars overtaking bicycles but cyclists also...2m is pretty squeezy when you consider a standard road bike is at least 44cm wide at the bars (and maybe the rider has a fatter ar5e). Put two of these people side by side and you wont see much daylight between the two in a 2m lane. Maybe they're thinking that a large car is about 190cm wide and two people can sit side by side very comfortably...but not 1m apart.
