A car driven by Willem D. Cohen, 22, of Pawnee, drifted onto the westbound shoulder and struck Everett’s bicycle.
It's like the car drifted and killed the cyclist all by itself!
Seems to be standard reporting for all road crashes. "... people were killed/injured when the car the were travelling in left the road and hit a tree..." Occasionally, you'll read/hear "...when ... lost control of the car s/he was driving...".
I suspect the legal department being very careful not to apportion blame to anyone before it's been proven who was responsible. Cars don't drive themselves but the possibility always exists that some mechanical problem caused the car to veer off the road (although "drifted" implies a gradual movement rather than the pull of a blow-out, for example).
