The original "car parked in bike path access" photo is fairly easy to get around -- providing you're on foot, or on a single bike. Trouble is that on foot and on a single bike aren't the only possible users of our "shared footpaths". Trying to get around the cars when you're on a bike towing a trailer, in a wheelchair, pushing a pram or anything else that the parker of the car doesn't give a #@#$@#$ about is not easy.

You've got to be joking. Call Monash council and 3/4 of the time they'll claim that the carpark is policed by Metro, or VicTrack (depending on the mood they're in), when you insist that this is not the case and that parking is policed by council parking officers they "take note of it" and "will add it to the location list to be patrolled in the coming week" but please note "we are not able to send anyone to attend immediately to specific locations." So if the miscreant is obnoxious enough to park illegally for two weeks or more in the same spot, there's a possibility they'll get a ticket.
Easiest fix is just to torch them, the MFB shift the burning wreckage out of the way.
