I suggest that you're making a mistake in thinking that it's a conscious choice. It's not, it's subconscious. It's not just the cyclist either, it's other actors around the cyclist. In the UK where helmet wearing is not as normalised as it is here, presence of a helmet had an effect on other road users overtaking see here.
