I would imagine results from surveys such as these would be going into decision-making processes.
So, profiling the rider (bike choice, frequency of ride, distance of last ride, etc) and then, their preferences, can help work out where best to spend the infrastructure dollar.
Of course, if the report(s) that come out of this are listened to is another matter. The cynic in me would think that selective reporting could help substantiate a decision already made. I do, however, have more faith in the processes than that.
