Not necessarily - driving to the TDU this year we drove into a stonking headwind the whole way. You could feel it with the bikes on the roof and a small engined car, and our fuel consumption, for the same roads going at the same speed, was vastly different between the trip there and the trip back.
Yep. That can happen, but less likely IMHO
The thing is I'm talking about the long term average, which gives you an idea of what is most likely. I would never cycle Adelaide-Melbourne in summer and expect tailwinds
