I had a quick look at the 1280x720@60fps and most of the time it is very hard to make out number plates of passing cars.
I have ordered the helmet mount for the camera ($16 from dealextreme). This will move the camera away from the Garmin and will get it to record what I am looking at. I am not convinced this is a good idea, but I am prepared to give it a try.
In the meantime I had an idea to try to fix the GPS interference. I turned my barends upside down so that the ends would end up more or less horizontal. This gave me a mounting location as far as possible from the Garmin. It looks really stupid, but I don't care.
