USADA have different rules to what the Grand Jury investigated. The Grand Jury was concerned with a government funded body behaving illegally - i.e., US Post team was government supported so would have been in breach of US law if performance enhancing drugs were used. They found no evidence of those laws being broken. They did not specifically investigate whether or not individuals on the team doped.
Still doesn't mean Lance has been charged with anything.
There must be several litres of his blood stored around the place after all his stage wins and random tests, nothing's ever been found.
Of course he hasn't had to front up to any Court of Internet Forums.
