I don't have anywhere specific to recommend but can I point out that bead blasted is a different finish to brushed (which is basically sanding). Bead blasting will produce a coarser, duller surface than brushing.
Sanding down a clearcoat might take a bit of elbow grease, however, and you'll probably want to start coarse and use an increasing grade of abrasive cloth/sandpaper. A ti frame should be strong and hard to damage this way, but if you do that, be careful not to overdo things at the welds.
It's odd, I don't know why a Ti frame would need a clearcoat since it is always protected by a surface layer of titanium dioxide anyway (i.e. when you scratch it, it "rusts" instantly).
