The Soma.... is it chrome-moly steel?
My Giant Sedona has significant scrapes on it that occurred >10 years ago. I never bothered to touch them up. They have a light surface rust patina, but that's all. Chrome-moly has half the chrome content of stainless steel, so it's pretty rust-proof.
My new frame (Thorn) has had all the little frame breather holes filled with braze before it was powder-coated, to prevent water ingress in the long term.
Slightly left field suggestion here ...... instead of drilling a hole in your frame, why don't you just invert it after a wet ride and let any accumulated moisture drain out that way?
