This description sounds exactly like the 28mm Vittoria Zaffiros I have on my hybrid..
Thankfully they seem quite puncture proof so I haven't had to change one on the side of the road, but I'm dreading the day I will.
In fact I'm likely going to go back to the old standard tyres it came with which I can get on and off with my thumbs.
