The fly is the outer layer of the tent - it's the waterproof bit. The pop-up tents generally have only one layer, and it's either "breathable" or has lots of covered vents around it for airflow.
Foul weather normally means high winds and lots of rain.
It looks like this one has a two layers 'system',
both layers are connected to each other , not sure if it makes a big difference...
as you can see on the drawing on the bv website,there are two lines, there are different models with 1 line.
Another downer is this...

Just consider - you're paying an extra $30 for 5kgs of luggage over 10 days. That's pretty good going - much less than what you'd get charged for 1kg overweight on an airplane.
