General recommendation is to use one steady light and one flashing. Flashing light gives greatest conspicuity and recognition, while the steady light is much better for distance judgement by drivers.
With my bad eyesight, I find I confuse the steady red bike tail lights with red traffic lights in the distance or shop window lights. Flashing lights offer a contrast to the surrounds. (however I do admit to struggling to see parked cars in the dark - whilst in a car)
