Here's the link to the CSV licence page: http://www.vic.cycling.org.au/Membership/membershiphome.htm
There are two types of licences: competitive and non-competitive. With all types you are required to choose a club; Cyclosportif
is the CSV club and is a little different to other clubs in that it is not competitive.
On the page I've link to you wil see further links down the left side and you'll find a link the fees.
If you decide to get a Ride-It licence it is possible to upgrade it to a competitive licence later in the year. Some clubs have an additional fee on top of the Ride-It while others do not (eg Brunswick, Cyclosportif both only charge $45).
With the competitive licences you need to decide if you're just going to race with your club or if you'd like to race with other clubs or do Open events. If you're 30+ years you also need to decide if you want a Masters or an Elite licence. If you get a Masters licence you are allowed to race at the Elite level if there are no specified Masters categories, however with an Elite licence you are NOT allowed to race a Masters event.
I hope this clears up some of the confusion.
