I wear pretty much the same kit regardless of weather. The long sleeve baselayer i've got on helps moderate body temp, and is good for between 10 and 45degree days. Also being SPF 100+ I don't need to clag up my skin with sunblock, only the legs, face and neck.
Between between 10 and 15 i'll swap for long finger gloves, below 10, i'll add a gillet, lower than 8 i'll add in leg warmers, lower than 6 i'll put on proper arm warmers.
Lower than 5 I really have to start thinking about more layers and potential water proofing, like overshoes.
Buy a bike, park the car, ride your ass off...
