it is most likely to be a frame/fork problem unless your wheels are massively stuffed (out of true both vertically and horizontally). Why not just buy a good frame and transplant the rest of your investment. I've got the CR1 Pro - but it is the same frame as the CR1 Team (different component level). Super light (small sized frame is sub 1 kilo) and you could probably pick it up for $1200-$1400.
Still a sizable investment, but you get a lot of reuse.
