It's not how much land you have, it's the capital improved value.
Just found out that from 2010 to 2012 our capital improved value has gone up by 40%! As said will have to check with others since to my knowledge property prices in Melbourne have gone down since 2010.
So someone that owns a 20 acre farm has the same rates as someone who owns a quarter acre next door?

ie. Your start value is determined by the land size, then improvements.
