There are several "doggy day care centres" around inner city.

As Magnus said, the off leash "dogarama" on the west side of yarra bend park opposite the Parks Victoria office (right before crossing over the freeway is a good place for dogs to socialise. There is a long fence next to the road, so no fear of the dogs running onto the road.
