SeaMonkey is the same rendering engine as Firefox. Firefox originated from Mozilla, and Mozilla got renamed to SeaMonkey.
It sounds more like an issue with your PC, or your firewall, or router.
If you are on DSL, see if you can read your firewall log and see if you are getting weird port drops. I had a similiar problem with what is called NAT in the DSL router.
