Similar thing happened to me, except the driver passed me then decided to turn left across infront of me. Interestingly my reaction was to brake with my left hand a slap his car with my right. Reckon that two hand for braking would have been more effective. I rode after him and asked him how he didn't see me in a massive green lane (I was in the interesection by then so no actual green) and he said sorry, kinda wanted a bit more of a reaction so I could vent properly, but not many people argue with a 6'3 92kg angry guy in lycra.
The infrastructure had no blame here, just an inconsiderate or indecisive driver. I acually like the intersection in its new format. Yarra will be improving their intersection soon
