I agree with everything that's been said.
I am constantly dismayed by the amount of money thrown at road infrastructure so that drivers won't be stuck in traffic jams. And every ten years we do it all over again because the traffic jams have shifted somewhere else.
What is required is a complete change of attitude. But people being the lazy, self-interested, closed-minded creatures of habit that they are, strong incentives and disincentives are required to force the required change of attitude. And that's where the argument breaks down, because governments are generally too short sighted and weak to implement the policies and legislative changes that will bring about real change.
Smoking is a classic example. It is a blight on our community in every possible perspective. A strong-willed government would prohibit smoking. Yet we continue to allow it to destroy people's lives, while taxpayers foot the health bill.
I don't honestly know what the answer is regarding car traffic. But shifting traffic jams seems completely pointless IMHO.
