Heaps more ride down it ,than up the Nepean hway bit of Olivers Hill. The risk is there & real. Little decisions like taking Hopes Rise for the climb up Oliver's Hill are the sort of things that make cycling an enjoyable activitiy instead of a battleground for people's rights.

I can't speak for the others of course, but my statement that riding southwest over Oliver's Hill on the main roadway is too dangerous for cyclists is based on first-hand experience.

So if I am following your logic correctly, an activity is completely safe until someone suffers an injury or is killed, and at *that* point the activity is no longer considered completely safe?
