I think you're confusing special dispensation for a sporting event with national road rules. As far as I'm aware freeways are the only roads that cyclists can be banned from.
Well 'they' seem to think that they have authority for it, a number of years ago the police forced the issue with the hell ride which used to ride up there at 630am on a saturday morning.
