Banyule draft Budget 2013/14 available for public comment
08 May 2013. Banyule Council's draft Budget 2013/14 is available for public comment until 5th June 2013, see council website here.
As a ratepayer and rider in the City of Banyule now is the time for council to hear from you if you want more funding to improve the Banyule riding environment. We encourage you to make a submission to council.

Banyule riders – drafting of council Budget 2013/14 underway
05 March 2013. As you read this Banyule City Council is preparing its draft 2013/14 Budget. The time to act is now for more bike infrastructure funding!
Last financial year was a very lean year, with council only funding $3.80 per resident on bike related infrastructure. In comparison, surrounding councils spent an average $4.89.

We encourage you to ask Council to commit money to the upgrade of the 4km portion of the Darebin Creek trail between Banksia Street and Dougharty Road. In support of your request you could quote principle 14 of the City of Banyule Open Space Strategy 2007 – 2012 which says ‘the value of public open space and its benefit to the community is greatly enhanced where it is directly linked to other public open spaces and/or to other community facilities such as shops, schools, sporting and leisure facilities, through the provision of pathways suitable for both walking and cycling.’ The Banyule Bicycle Strategy Documents (2010 – 2020) notes that there are ‘substantial sections of off road path in the municipality which fall well short of the minimum standards’. The Strategy allocates reconstruction of the 4km gap a ‘high priority’ and schedules it in the period 2013 – 2015.

Bicycle Expenditure Index (BiXE) 2012
15 November 2012. The City of Banyule’s BiXE rating for 2012 is $3.80. This is below the Middle Zone council average for 2012, which is $4.89. This is based upon council spending of $472,600 and population of 124,340.
Relevant bicycle related investment for the 2012/2013 financial year includes but is not necessarily limited to expenditure upon the following projects/programs:
• Maintenance and renewal of Banyule's off-road bicycle trail network: Darebin Creek, Plenty River, Main Yarra Extension and Plenty River Extension
• Plenty River Trail shared path: New wider concrete path and boardwalks Montmorency Tennis Club to Willinda Park
• Condition assessments and works on shared trails: Trimming, removals, root barriers
• Reserves and bushland: Renewal of trails and pathways
• Montmorency escarpment works and path renewal
• Road bicycle/parking lanes to Greensborough Road
Additional spending sourced from external grants and funds may apply, but that is outside the scope of BiXE reporting.
The City of Banyule achieved a five-year BiXE average of $4.63. This is below the Middle Zone council five-year average for 2012, which is $5.12.

VoteBike - Local Council Elections 2012
27 October 2012. Local council elections are being held in Victoria on October 27 2012. Bicycle Network Victoria is once again running VoteBike that allows you to engage with potential candidates on local cycling issues. We will collect statements from candidates about their commitment to cycling in Banyule and publish them on the VoteBike Facebook event page for you to comment on.
Bicycle Network Victoria has identified the following key projects for the City of Banyule that need the support of local councilors:
- Eaglemont Boulevard - support Bicycle Network Victoria's call for this important trail to be built.
- Livingstone St (Darebin Rd) - this corridor would provide an important east west link connecting Ivanhoe to Thornbury.
- Greensborough path link (betweenYallambie Rd and Grimshaw St) - continue to campaign for this important east west link.
- Curb out parking in activity centres - get behind vibrant shopping strips by supporting on street bike parking.
- Ride2School - continue to provide safe routes to schools foster healthy transport options for kids and reduce peak morning traffic congestion by up to 20%.
- Bicycle Expenditure Index (BiXE) - increase council spending on cycling facilities. In 2011 Banyule spent $140,000 giving a BiXE index of $1.13. The average of surrounding councils was $5.28. The City of Banyule achieved a five-year BiXE Average of $4.49.

BiXE 2009: City of Banyule
Banyule City Council has a BiXE 2009 of $9.94. This places Banyule above the Middle Councils’ average BiXE of $5.95 and so is exceeding Bicycle Network Victoria’s recommended $5 per resident threshold. Banyule has established a 3 year BiXE average of $6.55.
Banyule City Council has opportunities to invest these funds into cycling infrastructure such as:
• Upgrading the Main Yarra Trail
• High quality bike facilities on Heidelberg Road
• Providing an attractive link into the Heidelberg central area along Yarra Street
• Completing the Greensborough path link between Yallambie and Grimshaw Streets.
Bike lane affected by major water main works on Greensborough Hwy
14 January 2009. Melbourne Water has began an 8-10 week project to replace a 1.4km section of water main under Greensborough Highway between Yallambie Road and Drysdale Street.
Greensborough Highway will be reduced from four lanes to two lanes for 8-10 weeks, but possibly up to 12 weeks. A two-way traffic flow will be maintained at all times.
The walk/cycle path alongside the Simpson Army Barracks will not be affected, but the northbound on road cycle lane will not be available for riders during the construction period as it will be used for 'vehicle traffic'.
Melbourne Water expect to complete the works by early April 2009.
A 2m deep trench will be dug along the length of the southbound lanes of Greensborough Highway, between Yallambie Road and Drysdale Street. The existing water main will be removed and replaced.
News in Banyule
Nov 07 Jeff Parkes from the Banyule City Council has advised Bicycle Network Victoria of some recent achievements and a number of future projects in the City of Banyule.
A missing link in the Plenty River Trail was completed earlier this year. Please see the Plenty River Trail page for more information on this project.
Planning has begun to assist riders travelling south on Burke Rd North wanting to access the Main Yarra Trail. Currently bike riders have to take an indirect route in order to join up with this popular shared path. Construction should begin in March 2008 on a link that will take bike riders directly from Burke Rd North to the Main Yarra Trail. This should be completed by May 2008.
Plans are also in place to create a more direct access point for riders travelling east on Lower Plenty Rd who wish to join up with the Plenty River Trail. Currently riders have to cross over Lower Plenty Rd and find their way to the trail via the Lower Plenty Hotel car park. Construction on this project should also begin in March 2008 and be completed by May 2008.
Darebin City Council, Banyule City Council and Latrobe University are working on a joint project to create a link between Latrobe University and Macleod Railway station. This route will be a combination of on-road and off-road facilities. At this stage funding has yet to be approved.
We believe the highest priority project in Banyule is closing the gap between Grimshaw St and Yallambie St on the Greensborough Bypass path and will be working with the Council to complete this project.

Feb 06 The Principal Bicycle Network is investing over $800 000 in on road lanes and paths in Banyule including Stage 3 of the F18 path and lanes on St Helena/Karingal Drive.
Rosanna Rd off-road alternative

Rosanna Parklands shared path
Jul 04 Council voted to construct a 2.1m wide hard-packed gravel shared path to the east of the railway line in Rosanna Parklands (Melway 20 A11). The path will encourage local journeys by bike rather than by car and will particularly benefit children by providing access to the sports stadium, Macleod College and Rosanna shops and offer a safe and pleasant place to ride their bikes.
We are disappointed that the path is less than the standard 2.5m width which would have given more space to trail users.
